The article explores the working out method of portfolio formation in innovative projects for the high technology enterprises with allowance for their strengths, market demands, limitation of material and intellectual resources and their creation and consumption in the system of projects. For the purpose of that method development the structure of resources, their versions and limitation factors are investigated. A number of mathematical models of «work» of resources in projects and on their basis - the method of portfolio formation as a result are offered.
