The problem of affiliation of Russia to the World trade organization (WTO) is considered with application of the analytic network process, which enables to build up a qualitative model of a problem as a network, and to reveal Us the most critical elements on the base of expert judgements on their mutual influence. The analysis of the decision on the Russia affiliation to WTO is carried out with taking into consideration the most important actors, which represent different groups of industries and population. Besides the actors, the qualitative model contains the clusters of alternatives, urgent actions, opportunities and risks, connected with the decision under consideration. The obtained results enable to find advanced alternatives and actions, significant opportunities and risks of the decision, and also to reveal actors, whose interests will be infringed to the utmost These results have well concordance with reality and show directions of a search of the compromise decisions.
